The end of the trainee driving instructor
Addressing the Institute of Advanced Motorists, Mr Penning the Road Safety Minister announced a number of proposed changes to driver testing and learning.
The main headline centred on learners being able to drive on motorways with driving instructor guidance.
Although, in a further change Mr Penning plans to ban trainee driving instructors giving lessons unless they themselves are supervised by a fully qualified colleague.
Currently trainee instructors can give tuition as their fully qualified counterparts and the only indication a pupil has that their teacher is not fully qualified is a small screen certificate.
Mr Penning told The Daily Telegraph. "I am going to stop people who are not qualified doing this. Some of these guys never get qualified, and I am going to put a stop to that."
This impacts on a pupil as many PDI'S fail to qualify as a driving instructor and are therefore unable to see a learner through from start to finish.
Currently, once a trainee driving instructor has passed the first two parts of the Approved Driving Instructor (ADI) qualification examination, they can apply for a trainee driving instructor licence to help gain experience instructing pupils to drive.
A trainee driving instructor licence allows a trainee to earn an income giving driving instruction, but it should not be regarded as a sole means of making a living or as an alternative to registration as an ADI. The trainee driving instructor licence lasts six months and normally only one is granted in a qualifying period.
Further details can be found at Directgov. The third largest driving school has recently revealed that from September, PDI's will no longer be accepted as franchise holders, joining the AA and BSM. It should be noted that the AA's parent company now own BSM.
It should be noted that the latest figures show only 34% of the trainees attempting the Instructional part of the qualifying process are successful.
However, what the figures don't show is the breakdown of the split between trainee and qualified instructors driving test details.
